The folly of requiring casinos in this state to be strictly boats sitting on water has been proved by the recent disaster in the Gulf Region. Now I am not suggesting that St. Louis or Kansas City will be hit by a hurricane, however, both citys have a long record of flooding and I respectfully submit to you that it is time to change the law which is pretty meaningless to begin with.
